Description During an onshore inspection of your maintenance management arrangements, I found that your Safety and Environmentally Critical Equipment (SECE) maintenance backlog was 25,800 hours for 719 work items on 26/9/23, across 7 installations, of this, more than 6,000 hours for 479 work items of your SECE maintenance backlog had not been risk assessed to determine what risk non-completion poses to persons on your installations. Your Maintenance and Inspection Deferral Procedure, ANS-MTC-004, requires you to complete a risk assessment (deferral) prior to SECE maintenance going into backlog. As such, you have not ensured that you have made and given effect to arrangements for the effective planning, organisation, control, and review of SECE maintenance deferral assessments.
