Description | During my inspection of ST3 I identified that there was no provision to close the Export Pipeline Emergency Shut Down Valve (ESDV) local to the ESDV. Therefore you have failed to ensure that the requirements contained in Schedule 3 are complied with in relation to the export pipeline from ST3, namely that the ESDV is capable of being closed by a person positioned by it. My inspection also revealed that the nearest ESDV control point was on the mezzanine deck located within the Hydraulic Power Unit (HPU). My inspection also revealed that labelling of equipment such as riser ESDVs and stop buttons did not allow for straight forward identification for the work equipment in question. ESDV Control Panels were located on a separate deck behind cabinet doors which required the opening of the doors to establish which work equipment the panels were associated with. Furthermore the Push button on the main deck had no labelling to indicate this would initiate an ESD shutdown. PUWER Regulation 23 requires that every employer shall ensure that work equipment is marked in a clearly visible manner with any marking appropriate for reasons of health and safety. | ||
